The dominant eleventh stacks up to the eleventh, and because that note clashes with the major third the third is usually dropped — which makes A♭11 sound very close to a 7sus4. It's a floating, unresolved chord common in modal jazz, fusion, and soul, often held for long stretches as a vamp rather than resolved quickly.
